Technical Advisor on Child Protection in Emergencies

(35 hours per week for 5 months)

Position in the organization

The Technical Advisor on Child Protection in Emergencies (CPiE) works as part of the Humanitarian team within the International Programme Department, reporting to the Head of Humanitarian action.
The Technical Advisor on Child Protection in Emergencies ideally works in the office of Plan International Netherlands (NLNO) in Amsterdam with a minimum of 2 days per week in the office, however working remote can be explored.

What will you do?

As Technical Advisor on Child Protection in Emergencies you will work in a diverse and dynamic team on the development, monitoring, reporting and compliance of humanitarian projects. You will do so in collaboration with colleagues both in the Netherlands and our country offices, regional hubs and global hub. More specifically, this role has a high focus on providing technical support and quality control on CPiE of the new and existing humanitarian portfolio within Plan International Netherlands; ensuring Plan International is further capacitated in being a high quality and fast responder in Humanitarian situations with a specific focus on (adolescent) girls in crisis.

Our ideal candidate for this position operates with a strong sense of team spirit, proactively seeking collaboration but is equally able to make informed decisions independently and rapidly. Prior experience in the Humanitarian sector is required, preferably in a dual-mandate organization. Moreover, experience in designing and monitoring child protection in emergencies interventions, including logical frameworks, activities, budgets is key to this position, preferably in different humanitarian contexts. Knowledge of integrated programming between CPiE and other sectors, including Cash and Voucher Assistance (CVA) is an advantage. Specifically, additional technical skills and experience on Education in Emergencies is considered a strong added value. In this role you will liaise closely with other teams in the International Programmes department such as the Project Finance Team and the Knowledge Learning and Innovation team as well as with the Plan International global federation.

In coordination with the Humanitarian Program officers in the team, you provide guidance and technical support:

• You ensure needs-based, quality child protection in emergencies interventions for (adolescent) girls
  and boys are developed and compliance with CPiE minimum standards and other relevant national and international guidance’s, including donor’s (especially ECHO);
• You support in CPiE needs assessments and proposal development (especially for the upcoming ECHO funding opportunities);
• You support quality and timely implementation of supported CPiE interventions, through regular
  communication with the other Humanitarian Program Officers as well as relevant Country Office level
  staff;
• When required, you provide direct technical support to relevant staff in the Country Offices, including
  trainings and/or document good practices;
• You support in donor compliance ensuring reporting meets quality standards;
• When required, you develop or review tools and guidance notes;
• When required, you will participate in Protection Group meetings of Plan International in the
  Netherlands, as well as the global CPiE coordination calls of the Plan International federation;
• You support the National Office in developing, shaping and implementing our humanitarian strategy
  and represent Plan International Netherlands when needed.

What do you bring?

• Master’s degree in International Development or equivalent;
• Minimum of three years humanitarian program experience, with a minimum of two years in- country
  experience with implementing/managing/supervising CPiE projects;
• Experience in Education in Emergencies besides CPiE is a strong added value;
• Experience in gender mainstreaming and how to develop wider programs that are gender and age
  sensitive as well as inclusive;
• Proven experience in programming in key CPiE technical areas, especially in refugee and displacement settings as well as with the use of CVA for Child protection outcomes;
• Demonstrated experience in providing CPiE technical support in needs assessments, proposal writing, donor reporting and project implementation;
• You are flexible, proactive, focus on results and can work with (short) deadlines. Strengths include
  listening, empathy, flexibility, and creativity;
• Ability and willingness to travel to project countries – including to high insecurity contexts and on a
  short notice (in so far as this is currently possible);
• Commitment to and understanding of the child rights approach, the Child Rights Convention, and
  experience in using established inter-agency standards and guidelines;
•  Fluency in English, both written and spoken; Proficiency in Dutch is preferred. Fluency in French,
  Spanish or Arabic are considered a major advantage for this position.

Ideally you will be based in Amsterdam, but working remotely can be explored, with the potential for visits to Plan International’s programme countries when required (sometimes at short notice). This is a very dynamic role which requires strong flexibility in working hours (incl. evenings and/or weekends), especially when working on proposal design. Plan International offers:

• Gross monthly salary between € 3.300 and € 3.900 for 35 hours per week, depending on your
  background and experience;

• Participation in the collective pension insurance with Zwitserleven;
• 5 weeks’ holiday per year.
