Junior Humanitarian Programme Officer

For our Humanitarian Department in Amsterdam we are looking for a fulltime: Junior Humanitarian Programme Officer (35 hours)

Position in the organization

The Humanitarian Programme Officer works as part of the Humanitarian team within the International Programme Department, reporting to the Manager Humanitarian Programmes.
The Humanitarian Programme Officer works in the office of Plan International Netherlands (NLNO) in Amsterdam.

What will you do?

For this position we are foremost looking for a multi-tasker who is result driven and capable of keeping focus under time-pressure. As Junior programme officer you will support the more experienced programme officers in the Humanitarian team in grants management, acquisition, monitoring and reporting as well as strengthen external communication on humanitarian programmes of Plan International.

Our ideal candidate for this position operates with a sense of team spirit and seeks collaboration but is able to make informed decisions. He/She has prior experience in the Humanitarian sector, preferably in a dual-mandate organization. In this role you will liaise closely with other teams in the International Priogrammes department such as Project finance team and the programme monitoring en evaluation team.

Moreover you will support the Plan International Country Offices including support to proposal writing, data-management and compliance & accountability.

You will be based in Amsterdam with occasional visits to Plan International’s programme countries when required and feasible in light of Covid-19 travel restriction.

You support in the coordinate, manage, monitor and evaluate existing and new humanitarian and/or HDP-Nexus programs:

  • You support the management of humanitarian programmes in collaboration withour country offices including the development of work plans, facilitation of start up workshops for new programs, and monitoring of project progress and delivery of results;
  • You support country offices in ensuring quality programme implementation (monitoring expenditure against budget and implementation plans, coordinating overall planning, implementation, monitoring, reporting, annual review and evaluation process);
  • You support in donor reporting and compliance (such as the Dutch Relief Alliance and ECHO);
  • You liase with relevant internal departments and ensure shared learning and use of expertise;
  • You support the humanitarian team in data collection and usage as part of IATI reporting.

You contribute to policy development and capacity building:

  • You support in ensuring that gender is mainstreamed in all our humanitarian and HDP-Nexus programs;
  • You support in the roll-out of the new National Office strategy in regards to HDP-nexus;
  •  Maintaining and growing our network with relevant cooperation partners;
  •  Constantly explore ways of approaching emergencies and the donor landscape in innovative manners to ensure that Plan International stands out and increases brand awareness.

What will you bring?

We are looking for a multi-tasker who is results driven and capable of keeping focus under time-pressure. You are sensitive to diversity, have excellent people-skills and are a good networker. You have excellent communication and coordination skills as well as an eye for detail. Ideally you have pre-existing knowledge of the (Dutch) humanitarian sector and donor-landscape.

In addition, you meet the following criteria:

  • Masters degree in international development or equivalent;
  • At least 2 years of relevant work-experience;
  • Knowledge of and some experience with different forms of project and program management, preferably in humanitarian and/or HDP-Nexus programmes;
  • In-country experience in humanitarian settings is highly desired;
  • Fluency in English, both written and spoken;
  • Proficiency in Dutch is highly desirable, proficiency in French or Spanish is an advantage;
  • Ability and willingness to travel to project countries at short notice;
  • Affinity with the work and values fo Plan International.

  • Gross monthly salary between € 2.763,- and € 3.896,- gross per month (salary scale 7) for 35 hours per week, depending on your background and experience.

Plan International employees work about 50% of the time from home and 50% at the cosy office in the Pijp area of Amsterdam. At the end of this year we will move to a beautiful new office in the Baarsjes.
